The aim of the course is to give an introduction to the development in EU agricultural policies, and the environmental regulation of agriculture. Denmark is one of the most progressive countries in Europe with regards to agro-environmental regulation. Based on more than 30 years of experience in regulating agriculture and the rural environment, the course will give the students a grounding in the principles of regulation, illustrated by a number of Danish examples. Moreover, the course aims to give the students an understanding of how environmental, political and socio-economic conditions interact with farmerecisions, and thereby on the effect of environmental regulation and legislation.

The course is divided in three parts. In the first part you are introduced to the developments in agricultural policies and agro-environmental regulation in Denmark, and the relation to international agreements and EU directives.
In the second part, you are introduced to methodologies for environmental impact assessments of these policies, including a number of case studies of the decision processes linked to agro-environmental policies and regulation (for example nitrate policies, and nature conservation projects). This includes consideration of the developments in the balance of power between actors in the agricultural production sector and in nature conservation institutions.
In the third part of the course, you are introduced to the catalogue of agro-environmental measures under the EU agricultural and rural development policy. Methods to evaluate the effect of these measures are presented, and ways in which to account for the farmers decision rationality when designing agro-environmental measures are discussed.
Bachelor degree in biology, geology, geography, agriculture or a similar education.
Course managers: Tommy Dalgaard, head of research unit, AU-DJF and Carsten Daugbjerg, professor, AU-SAM. Experts on the individual areas will conduct the teaching.
The teaching methods will be problem-based, and will refer to practical examples on the evaluation of environmental regulation measures. Where possible, the students will be involved in seminar presentations and theoretical exercises. During the course period, we aim to include a whole day excursion.

Following textbook is used: Carter N (2007) The politics of the environment: ideas, activism, policy. Cambridge University Press. 2nd edition. ISBN: 978-0-521-68745-4. 410 p. Moreover, a list of papers are included in a reader for the course modules.
Three separate written reports in English, each of 5-10 pages must be delivered during the course period. the reports will be evaluated jointly, using the Danish 7-grade scale. Internal examiner.
