Formål

The general objective of the course is to enable students to understand better Internet Policies and relevant regulation, in particular the governance of the Internet. Furthermore, the course refers to processes of globalization, media convergence and the transformation from the industrial to the information society. It covers especially the role of the Internet as the basic infrastructure for the global information society and its political, legal, economic, social and cultural implications like privacy, freedom of expression or intellectual property. It looks also into the future of the Internet, beyond web 2.0 and the next generation networks (NGN) like social networks, mobile Internet and the Internet of Things. Additionally the course covers the broad range of issues, which has been discussed and negotiated within the United Nations Word Summit on the Information Society (WSIS) and the Internet Governance Forum (IGF).

Indhold

Kurset kan tages som 10 eller 20 ECTS. 

TThe course has four parts.
• Part I covers the history of the media, the right to communicate, globalization, digitalization, convergence and the results of the UN World Summit on the Information Society. It discusses also the main theories on the information society and new political principles like multistakeholderism.
• Part II discusses more in detail the history of the Internet, its functioning, the role of the critical technical Internet core resources (domain names, IP addresses, root servers) as well as the various policy models for the governance of the Internet.
• Part III covers a selected number of political, economic and legal issues related to a number concrete Internet applications and challenging issues like cybercrime, privacy, intellectual property, eCommerce, freedom of expression and the perspectives of Web 2.0 as well as the next generation networks (NGN) .
• The Final Part discusses European information society and Internet policies, in particular the role of the European Council, the European Commission and the European Parliament as well as the global challenge of the Digital Divide.

The course combines traditional offline F2F lectures, moderated seminars and workshops with virtual Online Discussions where students are invited to prepare statements and interventions. Students are encouraged to participate virtually in the ICANN Meeting in Cartagena (December 2010) and the 5th Internet Governance Forum (IGF) in Vilnjus (September 2010).

Students, participating in the course, should have a basic understanding of theories of the information society and the role of the Internet.
