The seminar module offers a more extensive and more thorough analysis of a topic from within political science. To this end, the seminar module provides an overview and a critical discussion of the literature and the issues relevant for the topic of the seminar.
The objectives for this module are:
In his film ‘Sicko' Michael Moore describes the poor state of the US ‘health care system', where nearly 50 million citizens are uninsured and where even those who have health insurance cannot be sure to receive the medical treatment they need in case of illness. Michael Moore contrasts the US with countries like Canada, France, the UK and Cuba which have publicly funded health care systems. He highlights for example that patients in the UK only have to pay 10 US Dollars for any prescription drug irrespective of how expensive it is and that French citizens have free access to child care support.
This seminar looks behind the contrasts Michael Moore presents in his film and asks why it is Europe has a health system, while the US does not. To this end, the seminar introduces different models of organising the funding, provision and regulation of health care in selected European countries. This includes: the UK and Sweden as examples of national health services, and Germany and the Netherlands as examples of two insurance systems. At the same time, individual health systems are embedded in broader, often country specific contexts such as the political system and the welfare state. Subsequently, the seminar analyses the consequences different health systems have in terms of the relative power of the state in health care in relation to other societal actors
Having established the substantive dimensions and institutional conditions of the ‘success' of health care systems in Europe, the seminar turns to the US health care system and examines the key characteristics of the politics and policies of health care in the US. In his film Michael Moore includes a plea that the US should look to other countries to reform its health care system. The seminar concludes by critically evaluating the possibilities and limitations for policy learning between the US and Europe.

The seminar module requires active participation of students. At the beginning of the seminar module the lecturer and the students agree on specific "activity requirements" that the students have to fulfill.
The seminar sessions combine elements of lectures, group and seminar discussions as well as student presentations.
