The objective of the course is to enable the students to investigate and identify the main trends in the recent changes of the Public Service Broadcasting remit, incorporating issues of institutional, policy oriented aspects as well as wider problems related to media policy (national and trans-national), media economy and media technology (digitalization).
Grounded in a historical overview of the development of the PBS-remit in Europe since the late 1920ies the aim of the course at this stage is to identify and critically discuss the changing theoretical definitions of PSB . On this basis the next part will be concentrated on readings of current research literature dealing with the many aspects of the transition process: What is the public service rationale in a market oriented multi-media, cross-media environment, and why? What are the consequences for content production, organization, finance, audience relations etc.? In the third part of the course we will concentrate on the presentation and discussion about case studies, selected by the students. The cases can be defined thematically, or from national/regional perspectives, or they can deal with more fundamental theoretical and/or empirical aspects of digitalization of the broadcast media and the implications for the PSB remit.
