Indhold

This course analyses the facets of the conflict in Northern Ireland and the patterns of its resolution. The analytical focus is on the current peace process (1994-) and the tentative transition from a society in conflict to a society emerging from conflict. The transition has involved mediation by Bill Clinton and U2's Bono, seen paramilitaries turned into social workers, and witnessed formerly sworn political enemies joined in power sharing government.

15 years ago, the conflict in Northern Ireland still seemed as intractable as the conflict in the Middle East. Protestants and Catholics (to use their symbolic ethno-religious markers), or Unionists and Nationalists (to use their politico-ideological markers), had been locked in violent conflict since the late 1960s. The persistence of violence, the constantly widening gulf between the communities and the impossibility of reaching political compromise made Northern Ireland not just a hard case, but an impossible case to solve. Indeed one academic despairingly said: ‘Many talk about a solution to Ulster's political problem but few are prepared to say what the problem is. The reason is simple. The problem is that there is no solution' (Rose, 1976:139).

Today's perception of the political situation is radically different. The fundamental principles of the peace process in Northern Ireland are now being hailed as groundbreaking and exported to divided societies around the world as a blueprint for conflict resolution. To the international community the case is closed. However, in Northern Ireland itself, stark divisions persist; disillusionment and violence lurk right under the surface and are exacerbated by the current slump in the economy. The process of societal reconstruction and reconciliation is proving to be every bit as difficult and lengthy as negotiating the political peace agreement was. This calls for a reappraisal of the reigning ethno-national interpretation of the conflict and its solution.

In this course we will address the questions: What are the seemingly perpetual themes and dynamics of the conflict? How do the various parties to the conflict understand and explain it in historical and contemporary contexts? When, how and by whom has the conflict been transformed during the peace process? What are the post conflict challenges?

Themes and players to be examined are:

The ideologies of unionism and nationalism

Politicians and paramilitaries

Myths, memory, conflict and reconciliation

Prisoners and victims

Political geography: peace walls, interfaces, marching

Dissidents, gangsters and terrorists

Sectarianism and socio-economic segregation

The churches and the Orange Order

Gender and conflict

The Women's Coalition, Democratic Dialogue, PFC

International dimensions: mediation and funding

The British and Irish Governments, EU and USA

Exporting peace: lessons from the peace process
